It has now emerged that M. Venugopal Rao, the dreaded Maoist leader and younger brother of former Maoist leader Kishenji, killed in West Bengal, planned the conspiracy to abduct the Sukma district collector in Chhatisgarh.
The Maoists have hidden the abducted collector Alex Paul Menon in the adjoining Malkangiri forests in Orissa, sources said.
