Hizbul Mujahideen chief Syed Salahudin, the chief of the United Jihad Council, has said that a free Kashmir must include Gilgit-Baltistan and Balakote.
In an interview to Times of India, Syed Salahuddin said, India was not a country, but a multi-lingual, multi-religious subcontinent, and it goes to the credit of Indian leadership for managing to keep a country united despite such diversities.

Oh My salahudin, your organisation got rid of Maulvi Farooq in 1990, by efforts of Abdullah Bangroo? And when you as per your own admission removed your cadres, how people voted in Dec-2008, giving a tight slap on you & Mr. Geelani's face & now and the UN resolution says that Pakistan must first vacate the aggression, Indian forces must reoccupy POJK and Gilgit-Baltistan and restore law and order there before a plebiscite could be organised in Jammu and Kashmir as it existed on August 15, 1947, when India became free. Neither Pakistan has vacated the aggression nor India has reoccupied the occupied areas and, hence, the question of holding a plebiscite in the state doesn't arise. Besides, Pakistan in the meantime not only handed over approximately 5000 sq miles of area of the state to China but also illegally merged Gilgit-Baltistan region with Pakistan. In other words, Pakistan has violated the UN resolutions. It would be only desirable to point out that the UN resolution suggested a plebiscite in the entire state and not a region-wise or district-wise plebiscite. But Geelani and Mirwaiz would not look all these facts in the face because their whole movement is based on falsehood and deceit
