Vice President Joe Biden is seeking to portray likely Republican presidential candidate Mitt Romney as a supporter of outsourcing, using a speech in Iowa to undercut Romney's work in business and as Massachusetts governor.
Biden was speaking Wednesday in Davenport, Iowa, where he was telling employees at an engineering firm that Romney has supported tax cuts that "go to companies that create jobs overseas."
