The Director General of Police Uttarakhand has ordered a CID inquiry into an incident on Feb 4, in which policemen brought Santosh Rawat, a small-time thief to the grounds near a boys' hostel here, undressed him and began beating him with lathis. Not only this, soon after a policeman in mufti brought the youth's female associate and began slapping her in his presence.
